Dr. Mohammed Hassan Alharthi

Profile

Dr. Mohammed is a licensed attorney and an active member of the Saudi Bar Association. He currently serves as a Senior Attorney at Salah Al-Hejailan Law Firm (LFSH), Jeddah branch, and is also an Adjunct Faculty Member at the College of Law, University of Business and Technology (UBT).

With over 30 years of experience, he is a seasoned legal and administrative expert in security and governmental affairs. He served as Legal Advisor and Director at the General Passports Authority, handling complex legal cases involving corruption, administrative violations, and commercial disputes. He has represented the authority in Administrative Courts, delivered legal training and presentations at national and international forums, and advised on international arbitration. He is also recognized for his expertise in contract drafting, legal audits, and regulatory reform, contributing to initiatives like tourist visa regulations and anti-corruption measures.

Business Experience

He is the author of a published book on international law, specifically focusing on the International Criminal Court and its relationship with Arab countries. He has also presented papers at numerous legal conferences and forums, such as the International Border Security Conference and the Second Legal Departments Forum at the Ministry of Interior.

Dr. Mohammed has delivered training programs on administrative litigation procedures before the Board of Grievances, as well as on Sharia procedural law, enforcement systems, and criminal procedure law.

He has attended advanced courses in international law, contract drafting (local and multilateral), strategic planning, and modern supervisory management. He advises on international arbitration regulations and their application in Saudi Arabia and is a strong advocate for digital transformation and the integration of artificial intelligence (AI) in the legal sector.

He has also participated in multiple meetings with the Experts Committee of the Council of Ministers, representing the General Directorate of Passports, to review and propose amendments related to the draft Tourist Visa and Tourism Security Regulations.
